Since 1982, the Pennsylvania Department of Education has conducted, via IU16, a statewide bid program. The Pennsylvania Educational Purchase Program for Microcomputers (PEPPM) is a Regional Education Service Agency. This bid program was established to enable schools to economically purchase quality classroom and administrative computers and related technology.

Under the terms for PA State Contract 6350-03, CCL Technologies (CCL) is approved to resell digital security cameras, camera mountings/housings, security monitors, recorders, multiplexers, and motion detection equipment. 6350-03 guarantees CCL customers that services/products provided will confirm to the requirements agreed upon under the contract specifications.

As of September 2005, CCL Technologies has been awarded Contractor status for IT Hardware through Department of General Services COSTARS-3. This purchasing program was established to enable all Commonwealth Agencies, including but not limited to K-12 School Districts and Local Public Procurement Units (LPPUs), to economically purchase various tiers of technology.
